The latest report by the Auditor-General has uncovered that Abdulai Suglo, the Director of Finance at Simon Diedong Dombo University of Business and Integrated Studies (SDD-UBIDS), received double salaries amounting to GH¢115,516.62.
This occurred between June 2020 and December 2021, resulting in a significant financial loss to the state.
Regulation 86 of the Public Financial Management Regulations 2019 (2378) states that the Principal Spending Officer must stop salary payments when an employee leaves their post and ensure only eligible staff receive payments.
However, Mr. Suglo, who was on sabbatical leave from his job as a Senior Accountant at Kwame Nkrumah University of Science and Technology (KNUST), continued to receive his full salary and allowances from both institutions during the same period.
Adding these payments to the full salary he received from SDD-UBIDS, Mr Suglo ended up with a double salary for 19 months and this resulted in the state losing GH¢115,516.62.
The Auditor-General’s report recommends that this amount be recovered from Mr Suglo and deposited into the Auditor-General’s Recoveries Account at the Bank of Ghana, account number 1018331470015. In response, Mr Suglo has proposed repaying the amount in monthly instalments of GH¢6,417.59 over eighteen months.
